It was December of 2007, and one Mr. Henry Mantilla, operator of the Southeast Gaming Company, approached a colleague in Las Vegas, Nevada with a proposal. How about we go into the gambling machine distribution business big time, Mantilla suggested, specifically the production and sale of International Game Technology (IGT) slot machines?

No problem, he was told. We'll buy or forge IGT components and circumvent the company's anticounterfeiting procedures, Mantilla boasted, then sell the machines good as new, '100 percent complete including programs, bill validators set up, everything.' We'll even make our own IGT labels that 'look exactly the same' as the real deal, he promised.

You've doubtless seen these colorful dedicated boxes in one context or another, with names like Cleopatra II, King Cheetah, and Pharaohs Gold—games of chance owned by IGT. Mantilla's new partner agreed to join this venture. There was just one little detail he didn't mention about himself. He would soon become or already was a Confidential Informant (CI) for the Department of Justice.

As a consequence of this omission, the Federal government was able to track the affairs of Mantilla and his associate Rodolfo Rodriguez Cabrera, then bust them for conspiring to produce and sell counterfeit equipment.

It's not entirely clear who did what from the Department of Justice's crazy quilt description of the scheme, but once Mantilla and his new friend clinched their deal, Mantilla faxed him a list of 41 IGT games that he had supposedly bought from the company. The CI ordered 15 game cards for $7,920, plus six IGT 044 processor boards. Following Mantilla's instructions, he then mailed those boards off to the Fe.Electronic Company in Riga, Latvia, owned and operated by Rodolfo Cabrera.

Between Mantilla, Cabrera, and the CI, the trio started producing phony IGT machines. Mantilla's products came with e-mails, pictures, and instructions on how to circumvent IGT's anti-counterfeiting components on 044 processors, allowing them to accept rigged game cards that bypassed IGT's security system.

'These 15 game cards bore counterfeit labels being the IGT registered trademark,' Mantilla's final Plea Agreement noted. 'At no time was Mantilla or Cabrera ever authorized to copy or distribute IGT gaming programs or to manufacture or distribute gaming equipment bearing the IGT trademarked logo.' Had they actually bought these game cards from IGT, they would have cost $2,300 apiece, at minimum.

By April 2008 FE.Electronics was sending Mantilla and the CI a regular supply of conversion kits, which allowed older IGT machines to operate like new models. Six months later, the trio formed a partnership, with much of the converting done in Latvia, where the cost of labor was lower. Later they decided to complete only part of the work in Riga, to avoid a 30 percent import duty on completed games.

In the most ambitious stage of their enterprise, they began using 'programmers'—devices that could be connected to a computer to copy IGT software onto less secure SIMM cards.

'Ultimately, Mantilla, Cabrera and the CI agreed to upgrade 30 older IGT machines with seven new LCD screens, 044 boards, game cards, game theme glass and to sell them for $4,000.00 each,' the Plea explains. 'Under the agreement, the total sale would be $120,000 of which 25% ($30,000) would be paid up front by the buyer.'

Mantilla's deal required him to return all the ill-gotten booty he'd collected from various places (and which all ultimately came from IGT). This included an 'IGT conversion kit containing: button wire harness assembly, mother board, E2 chip, 044 CPU board, and Flash board described as Latino Machino' as well as code for King Cheetah, Terminator Cyber Spin, and other games.

Add to this a veritable treasure trove of gaming machines, hard drives, flash card readers, coin validators, circuit boards, and 'miscellaneous pieces of slot machine glass.' The joint must have looked like a veritable jukebox museum when the Feds got there.

Eventually the government nabbed Cabrera via an extradition treaty negotiated with Latvia, which went into effect in April. He had the honor of being the very first person brought to the US via that agreement. In August, a Las Vegas District Court judge sentenced the duo to two years in prison each, and required both to make restitution payments of $151,800 as well.
